Licensing, Permitting and Business Registration



The Town is implementing a system that will allow on line applications and processing for some town licenses, permits and registrations. It will use the State-sponsored system called ViewPoint.

The PermitLink System that has been used by the Building Official for some time will continue to be used for Building Official permits.

VIEWPOINT

The ViewPoint system allows submission of applications from any internet-connected device or at several terminals provided at the Town Hall.

The Town's Vision



The vision is to have as many of the applications as possible within the ViewPoint System. However, budget and the effort required to convert current processes is limited and the implementation will be done in “Phases.”

Even though some applications will not, initially, be able to be completed as “paperless” within the PermitLink or ViewPoint Systems, we will make every effort to have all Town applications available in an "online" format to make filling out and processing them easier.


SOME PERMITS AND REGISTRATIONS ARE NOT CURRENTLY COVERED IN ONLINE SYSTEMS.  
(MANY OF THESE WILL BE ADDED TO THE ONLINE SYSTEM AS TIME AND BUDGET PERMIT.)

(as the ViewPoint system is proven with other licensing and permitting it is expected that these applications will considered for incorporation into ViewPoint) 

The VIEWPOINT OnLine System (Phase I)

THE FOLLOWING PERMITS AND REGISTRATIONS ARE COVERED UNDER THE FIRST PHASE OF THE NEW VIEWPOINT SYSTEM.

(MORE WILL BE CONSIDERED FOR ADDITION to VIEWPOINT IN SUBSEQUENT PHASES AS THE SYSTEM IS PROVEN.)

If you have a ViewPoint account with any other town in RI, it will work on the Portsmouth ViewPoint portal.  If you do not have a ViewPoint account, the ViewPoint login screen will allow you to sign up.

BUSINESS REGISTRATION

Business Registration not only protects the Trade Name within the Town, it also allows the Town to monitor and help new and existing businesses in developing their business plans to best meet their needs and operate in consonance with the needs of its citizens and businesses.

Registration of a business also provides for legal Trade Name Registration (in the Town of Portsmouth) for a business.

Application Process

SUMMARY

All licensing, permitting and registration (except for Building Permits) can be done one of the following ways:

THE OLD WAY STILL WORKS - Drop into the Town Clerk’s Office to get your application processed

OR
  • You can use the computer kiosk at Town Hall to enter your application information using the ONLINE system.
OR
  • The Town Clerk can provide you the correct form and you can manually fill out the application (this may require you to wait until a clerk is available and there will be additional delay before the clerk has the opportunity to enter your application information into the system.)

HOW THE APPLICATION PROCESS WORKS

The process for completing and processing an application is the same whether you do it online or in person. However, our online system WILL SAVE YOU TIME and allows you to apply for a permit on any internet accessible computer, tablet or smart phone. If you complete your application and submit it online, for many applications, YOU MAY NOT EVEN HAVE TO LEAVE YOUR HOME OR BUSINESS OR COME TO TOWN HALL TO GET IT ALL DONE. You will also have online access to the status of your application, automatic notification of actions and electronic issue of the license.

APPLICATION PROCESS STEPS (see Figure 1)

Step 1 - APPLICANT ENTERS THE VIEWPOINT SYSTEM AND GETS TO THE PROPER APPLICATION


  • Select the Town Department (Initially, the only selection is "Town Clerk") (other Departments will be listed as the system is further developed)
  • Select the type of Application

Step 2 - APPLICANT PROVIDES ADDITIONAL REQUIRED INFORMATION
Different types of licenses or permits have different or additional requirements. Some require you to submit various fees and some require inspections or other unique requirements or certifications (such as Board of Health Certification). A supplemental addendum form lays out the specific requirements for the activity you plan to pursue.  Those requirements are listed in the Town Clerk Permit and License Summary Table. Be sure you check the actual Town Law, statute or regulation for specific information.

Step 3 - APPLICANT PAYS FEES


If a fee is required for the activity, payment may be made on-line or by mailing a check or money order (payable to the “Town of Portsmouth”) or remitting payment in person (by check, cash or credit card) at the Town Clerk’s Office. Step 4 - POST APPLICATION PROCESS ACTIONS


After proper completion of the application, certain other actions (such as Police and Fire Department certifications, Building Inspector visits, etc.) may be required. The ONLINE system will automatically notify those departments and they will contact the applicant as necessary to complete the additional requirements. The applicant will be notified by e-mail when those additional actions are scheduled and are complete.

Step 5 – FINAL OR CONTINGENT APPROVAL


Upon completion of required actions and payment of fees, the application will be sent to the approving authority for final action. If the applicant has provided an e-mail address, the applicant will be automatically notified of scheduled inspections, Board of License Commissioners hearings and of completed actions.

Many licenses must be approved by the Town Council sitting as the Board of License Commissioners Those applications that specifically require an application be individually heard (such as those that require a hearing by Town or State law), or because they have not met all the requirements, are required to have an individual Board of Licensing Commissioners hearing to review the application and approve any waivers or exceptions. During the hearing, outstanding requirements are reviewed and the application is approved, approved conditionally pending completion of requirements, or sent back for additional required action. Some applications have other Town authorities as the approving official

 

Some other applications do not require a hearing. Town law may stipulate other approving authorities (e.g. Police Chief, Fire Chief, etc.) . Those authorities may be required to do some other actions (e.g. inspections) and may contact the applicant for scheduling or to answer questions.

Step 6 – ISSUING A LICENSE


After Board of License Commissioners approval (or approval of other Town authority per the Town Charter), payment of fees, and completion of any other required actions, the Town Clerk will issue the license. Issuing will be contingent upon completion of any outstanding actions.

Hard Copy Licenses - Note that hard copy licenses with original signature are only required if specifically required by State law (e.g., for those licenses involved with alcoholic beverages).

Other licenses will be sent electronically (by e-mail) or can be picked up at the Town Clerk's Office at Town Hall. Any posting, if required, will be by generating hard copies by the licensee.

Acceptance of Requirements. By accepting the license, the applicant certifies that they are aware of and in compliance with the specific applicable code requirements and laws of the Town and any additional requirements specified by the Board of License Commissioners.
